Well, they were apparently named after the prophet Veloth who led the Chimer on their Exodus to Resdayn. So, I would say they were built be the Chimer sometime after arriving in Resdayn and before they were changed to Dunmer. I have no source for this however.

Which are the Velothi towers? The cantons in Vivec and Molag Mar?

I believe the Velothi Towers are the domes that usually have necromancers in them. A good example is Baladas Demnevanni's place in Gnisis.

I think they are talking about those domes that are scattered across the island. Home to Telvanni, necromancers, and undead alike...

I'm fairly sure the Telvanni build those. It's called Velothi architecture most likely because it is shaped like a yurt, which was the structure used by the people who followed Veloth.

I believe even if the Telvanni do build them that those domes are velothi towers, perhaps that is just the style. The architecture resembles the interiors of the cantons and the ancestral tombs. Besides telvanni do not always inhabit these structures. The towers at Ghostgate for example.

I'm not sure that the Telvanni actually did build them... I think they are left over from the era of the first Chimer on Vvardenfell - they're called Velothian towers because that's the period that the style is - the period of Veloth's direct influence. Like 'Victorian' in English.

The reason that I tend to think the Telvanni did not build them, but consider them convenient settlement locations, is Ald Redaynia up in the Sheogorad. The tower that holds the Bitter Cup? The tower has been continually uninhabited - you'd think a Telvanni wizard would have mad use of that valuable little artifact...

Also - the Ghostgate is made of two Velothi towers and a central fane. The Telvannin have next to nothing to do with the Ghostgate - it's run by the Redoran and Temple troops.

Also, was House Telvanni even in existence during the time of Veloth? This was right after the split with the Altmer, so there were probably no Great Houses yet, unless they were already in existence in the Altmer society.

There were no great houses in Altmer society, at least that is what I think after reading the 10th sermon. Boethiah told the Dunmer to form different houses, I'm guessing after reaching Morrowind. I think these towers were built to be houses, probably around the same time the ancient strongholds were in use.

Well, IF the towers and Ghostgate were built at the same time, then they would have been built AFTER the tribunal came into power and therefore after the Chimer changed to Dunmer.
Since there wouldnt be any reason for Ghostfence and Ghostgate, if it hadnt been for Dagoth Ur and his creations.

Ya, immediately after - the Tribunal had only just taken power, this is the reason for the curse... Architecture doesn't change in a day. The builders of the Ghostgate were dunmer, who just yesterday were chimer - of course they'd build in the style they had built in before. From the original Velothi/Chimer style, the great house styles evolved, but not overnight.
The Ghostgate is of sufficient antiquity that at the time, Celothi architecture was likely still prominent.

TSBasilisk's point is interesting. I wonder what period the Strongholds date back to? Obviously there was a higher level of technological/magical proficiency, as the propylon are a sort of lost art... Do they predate the Chimer-Dunmer (here after called the CD boundary) switch, or are they later developments, dating from the wars of the dunmer against the later waves of invading Nords?

The Ghostgate/Ghostfence was constructed some time (soon) after Dagoth Ur's reawakening and defeat of the Tribunal at the Heart Chamber in 2E882.

Chimeri society was mostly Great House based well before the peace of Resdayn ca. 1E401. One of the celebrated facts of Nerevar's rise to power was his ability to unite Great House and Ashlander culture.

It is possible that the term 'Velothi' does not refer exclusively to a period of architectural development, but also to a continuance of that style which applies the 'responsible' architectural principles that, legend holds, the earliest Chimer learned from Boethiah, Mephala and Azura.

I don't think anyone said they weren't house-based during their Chimer period. They had been house-based since they left Summerset. But the houses were primitive, much like the Ashlander camps. I believe the Velothi architecture is from much earlier than Ghostgates construction. It is most likely that the Temple used that style of architecture because the people were familiar with it.
And about the ancient strongholds (I brought that up not basilisk:p), I believe they were built earlier than the Velothi towers, probably some of the first Chimer buildings in Morrowind. During the main quest, they say that House Dagoth's clanstead was Kogoruhn. For this reason I believe that they had them at least as far back as when House Dagoth was still a true Great House. I think each house and tribe had a stronghold each, and the other one was probably a religious one.

I didn't mean to suggest that they did. I simply supplied the earliest reference that I know of to Great House based Chimeri society, to assist the debate.

Your earlier comment was more accurate. According to legend, the Chimer departed from Summerset as a like-mided tribe or community, and became divided into houses upon the Exodus.

But as you suggest, there is no evidence for modern 'Great House' culture before the time prior to the peace of Resdayn. It seems certain that there would have been little divergence of House styles of architecture before this time; the period of the peace is universally noted as a period of great cultural advance for both Chimer and Dwemer cultures. This may or may not help to determine the age of Velothi towers.
